The existing community synagogue was too small and neglected to function as the main Jewish temple of a growing city with a steadily increasing Jewish population - even the plot of land on which it was located was too small to accommodate a suitably spacious building. The Synagogue Dispensary began efforts to purchase a suitable property, but due to the Jewish settlement regulations in force at the time, such a property had to be located within the boundaries of the so-called "Jewish revir" (the area of the city where they were entitled to reside).
