The document was issued at the kolkhoz, subdivision Sznajderman, for submission to the representatives of the authorities of the Tiulkubass[!] (Tülkybas) district. Perhaps the document was issued for Chana Terbiler, when she sought permission to go to Kuibyshev, to Abram Kacman (as is known from family relations, they arrived there in the early spring of 1944).
