A black and white photograph depicting the composition of the Łowicz City Council during the Kościuszko Celebrations on 15 October 1917. This was the first council elected
after 1793. The photograph was most likely taken in the hall of the city council located at Stary Rynek. The author is Wacław Wesołowski, as indicated by the stamp of his establishment,
"W. Wesołowski/ Łowicz/ Stary-Rynek No 2," on the reverse side. The photograph shows 18 councilors and 2 lay judges arranged in two rows (sitting
and standing). Each of them is wearing a white and red cockade. The photograph is attached to a cream colored passe-partout. At the top, there is a handwritten description: "Photograph
from the day of the solemn Kościuszko celebration – 15 October 1917, during the solemn resolution of the City Council regarding the transformation of Stary Rynek into a square and the erection of a monument to honour Tadeusz Kościuszko. Eighteen members of the (first) City Council". The lower part of the front side displays the names of the councilors: "Icek Rozenkrantz/ Edw. Nowakowski Lay Judge/ Gabr Skowroński Lay Judge/ Natan Wekstein/ J.D. Żelechowski/ Lud. Lipiński/ Stan. Masztanowicz/ Stan. Wardyński/ Fran. Brzeski/ Jan Sosnowski/ Karol Rybacki/ Warntski/ Mateusz Tatarzyński/ Jan Kaliński/ M. Kisieliński/ pr. Maks. Cichocki/ Granica/ Wiktor Pstruszeński/ Zybelberg/ Roman Kluge/ Leon Gołębiowski Lay Judge." In the upper right corner, there is a stamp "ZBIORY STAROŻYTNOŚCI WŁ. TARCZYŃSKIEGO W ŁOWICZU" (Collections of Antiquities by Władysław Tarczyński in Łowicz). Most likely, it is Władysław Tarczyński who is the author of the handwritten description of the photograph.
