Repatriation certificate for Aron Szmulewicz (Artur) Włodawer

A bilingual certificate allowing departure ("he is going [...] to reside permanently in Poland"), No. 24527, for Aron Szmulewicz Włodawer. With many daily seals, including those documenting the trip and registration, on the recto and verso siteasb. Address of residence at the time of issuing the certificate: vill [age?] Iskander | Bostandyk region | South-Kazakhstan area. As the place of issuing, the Kazakh city of Shymkent, ascfunctioning in Polish at that time: Czymkent, was stated.

In July 1945, an agreement was concluded between the Provisional Government of National Unity of the Republic of Poland and the Government of the Union of Soviet Socialist Republics, the title of which was: ,,on the right to change the Soviet citizenship of people of Polish and Jewish nationality living in the USSR and on their evacuation to Poland, and on the right to change the Polish citizenship of people of Russian, Ukrainian, Belarusian, Ruthenian and Lithuanian nationality living in the territory of Poland and on their evacuation to the USSR ". As Wojciech Marciniak writes (Introduction, in: ,,Polska Delegacja w Polsko-Radzieckiej Komisji Mieszanej do Spraw Ewakuacji. Wybór dokumentów (1945-1947)", Łódź 2016, pp. 8-9): "The participation of Poles in the editing of the text of the agreement was basically insignificant. The agreement, however, opened the legal path for the repatriation of exiles, but only those of Polish or Jewish nationality. Thus, it was decided that citizens of the Second Polish Republic with a different origin (or arbitrarily recognized as such) had to remain in the USSR. Article 8 of the treaty established the intergovernmental "Soviet-Polish Mixed Commission" based in Moscow, which was to be composed of three representatives of each party." Based on the document issued under this act, the Włodawers repatriated to Poland in the spring of 1946.
