The establishment of this educational institution was initiated by Rabbi Meir Shapiro (1887-1933) - a Talmudic scholar, Hasidic leader and a very talented organiser and social activist, From 1922 to 1927, he served as an Orthodox Jewish member the Parliament (Sejm) of the Republic of Poland. He represented the Aguda, a party which he led in eastern Małopolskie Province. In 1923, at a congress of Orthodox Jews in Vienna, Rabbi Shapiro presented the idea of establishing a Talmudic educational institution in Lublin, drawing on the tradition of the 16th century Lublin yeshiva of Shalom Shachna.
